Once again the ineffectiveness of Washington DC provides our US competitors with an opportunity to finance exports and to create jobs. In this case, improving the infrastructure of West Africa will lead to economic growth and greater trade opportunities for Africans and Americans. EDC and Canada have demonstrated that the swamp and foggy bottom that mire Washington DC need not envelope the more determined and forward-looking of the world's financiers.
