BNDES: A graveyard of unfinished work left in its wake

BNDES, Brazil's state development bank, has halted funds for projects abroad, hitting work in Africa, the Caribbean and Venezuela. BNDES committed $7 billion to 25 projects abroad since 2009 - but only $2.3 billion has been disbursed.
